Facebook ban its users from sending friend requests when they engage in a behavior which may be abusive for other users i.e when you send too many friend requests,after you are banned you can’t even accept friend requests sent to you by people and you find yourself stuck,if you want to respond to friend request even when you are blocked from adding new friends follow some following steps:-
1.Do not respond to your friend request from your top notification bar or by going to their profile,just click on new friend request link at the right side bar below the ads.
2.Then you will be takes to new requests page where you will see all of your new friend requests,from there click on confirm.
3.After you click on confirm you will be connected with your new friend on Facebook and can interact with your new friend,view friend’s profile.

you may have sent too many friend requests or may be having too many pending friend requests.Facebook now a days is very strict in case of privacy,be careful not to get your account disabled.
